The Planning, Programming, Budgeting, and Execution (PPBE) process is a multi-year effort spanning numerous organizations across DoD, Congress, and the White House. Although the ultimate result of this effort is a budget for the fiscal year, at any given time multiple budgets may be in work via the PPBE process. PMAT's quick reference chart provides an overview of the Executive, Congressional, DoD, and Navy timelines with special focus on the unique processes used by the Navy Headquarters Staff (aka OPNAV) during the Programming phase.
